At this moment Connexxion is providing public transport in this
area. The current concession for public transport in
Amstelland-Meerlanden – with a financial size of about € 30 million
- will expire in December 2007. ROA, as the commissioning body for
public transport, recently started the tender procedure for the
concession.
The notice of prior information of this tender has been officially
published. ROA is now organizing a market consultation, in which
public transport companies will be asked their opinions about the
concession. The outcome of this consultation will be used to refine
relevant documents in this tender.
Tender regulations
A set of tender regulations has
been drafted for the tenders carried out by ROA, so it also applies
to the tender Amstelland-Meerlanden. The final document is
available following approval by the Executive Board (Dagelijks
Bestuur) of ROA and can be downloaded here at the right (Dutch
version 'Aanbestedingsreglement').
Schedule of Requirements
ROA has a Policy Statement
on Public Transport (at the right in Dutch version 'OV-Visie').
This statement is the policy document that underpins ROA’s public
transport tenders. The Schedule of Requirements for the
Amstelland-Meerlanden tender will be based upon the abovementioned
policy statement on public transport. In this Schedule ROA states
which connections, frequencies and qualities public transport
should offer. The draft version of this Schedule is available at
the right (in Dutch Ontwerp PvE Amstelland-Meerlanden). Different
councils (the Travellers Advisory Board and the advisory committee,
in which the aldermen of the involved municipalities) will be asked
to give their comments on this document. The final Schedule of
Requirements will be decided upon by the Executive Board (Dagelijks
Bestuur) of ROA in July 2006.
Request for Proposal
All demands in the Schedule of
Requirements are worked out in a request for proposal. This
'Request for Proposal' is the point of departure for the European
tender. In contrast to the documents described above the 'Request
for proposal' will not be a public document due to strict European
tender regulations. The 'Request for proposal' is decided upon this
fall by the Executive Board of ROA.
Formal tender procedure
After the decision on the
‘Request for Proposal’ the European tender formally starts with the
submission of bids by the transport companies. The award of the
concession is anticipated in March 2007. At the end of 2007 public
transport in Amstelland-Meerlanden will be carried out following
the new agreement.
